At least one person says that to me every year, but there's always an obligation to return the favor a gift if you get a gift. What do you say to these people or in these situations?
Sometimes it's after I got them a gift. Sometimes it's before when I ask what they want for Christmas.

That's just it. Maybe they don't want the obligation of getting you a gift, so they say you don't have to get them anything.

Giving someone something should be about actually "giving" them a gift, but Christmas presents have turned into even exchanges where people set dollar amounts. At that point, everyone can just buy themselves what they want, and there's no point. If your friend doesn't want to feel an obligation to you, respect their wishes, and don't get them a gift. If you think your friend is saying that because they can't afford to buy you something, you can buy the gift and leave it wrapped on their doorstep without a card or tag. If the genuine wish you have is for them to get the gift, you don't need any gratitude in return.
