I live in California. This homeless 20-something guy started parking his car in front of my house last spring, now every evening he comes with friends, uses my water hose at 3am, and pissses/sh*ts on the side of my other neighbor's yard (where it's secluded). He's been moving his car in the day and comes back at night for the past week. He does this every spring. Not sure how he has a car, or why my street if he can just park at a rest stop.
Anything I can do ?

Call the cops especially if he's trespassing on your property and using your utilities.

call the police every night to report suspicious activity/suspicious vehicle in front of your house.

Have you tried talking to the dude? Also, how do you know he uses your hose at 3am? Do you have a security camera recording this?
IF talking to him fails then call the cops and report him as suspicious activity.

Yeah, I have nest cams up, along with my neighbor. Neighbor was pissed he had to clean that dude's sh*t. We are both concerned. I called 311 once, they didn't do sh*t.
Also the dude doesn't look like a upstanding scholarly gentleman, but more like a gang banger, so **** confronting him.

Talk it over with your neighbors and rent floodlights that you turn on overnight at his car.

I can tell you what I would do
I would approach his car with a shotgun and ask what he's up to. If he needs any sandwiches. Does he need some water, maybe some toilet paper. He will lose his sh*t on your lawn for the last time.

Turn off your cameras.
Take off his license plates.
Problem will solve itself when he leaves.
