I think it's odd to think about solely because games have entertainment value outside of the sole purpose of collecting.
However, if you think about it, what's the difference from collecting stamps, or rocks, or coins, or anything really. Those objects don't really do anything, other than people like to collect them and get rare and unique things. The same can be said for video games, a lot of them can be collector items if they are old and rare.
If he is going to Target to pick up Call of Duty Modern Warfare 3 just for his collection, I guess it may be a bit more odd. But collecting retro NES games and such is actually a hugely increasing hobbie
I play Magic: The Gathering, a card game, and I think it is similar to video game collectors. There is a game and a purpose for each and every card, but there are a ton of people that are only interested in the collecting aspect, and have never played the game in their life
