Is there really such a thing? Apparently you are not allowed to drive in the winter with your normal tires? Was the guy at the shop BSing me or do people change their tires every season?

In the Sierras, if controls are in place, it's "M+S (mud & snow) rated tires w/ 4WD, or chains".
All seasons are usually not M+S rated. So either buy or rent a set of chains before you go to the mountains.
