Any tips as far as food, bills, necessities? I want to get out of my current living situation, but I don't have much.

Don't eat out. Don't hire maids/gardeners. Find someplace cozy instead of someplace showy. Walk when possible.

How low income are you exactly?
Rooms are cheaper to rent than apartments, but you can get an okay apartment for fairly cheap if you have enough money.
Peanut Butter, Ramen, Bread, Butter, Rice, Frozen Vegetables, and Hot Dogs are all really, really cheap foods.
Open all your windows during the day (the blinds) and turn off all your lights. It's not so bad. I do this all the time. If you can choose a place with more windows, that's best. It's easier to cut down on electricity by turning off your lights rather than your air conditioner. You can also turn off lights when you are on the computer or watching tv or movies. Unplug anything you are not using. Turn off your computer when you are not using it.
And sometimes, if you live in a safe enough neighborhood and leave your windows open all night, you won't need air conditioning as much during the day. You might be shivering during the night (just bundle up with blankets), but if it gets cold enough, you can save on electricity that way. (I do not live in a safe enough neighborhood.)
Try to get a place that pays for as many of your utilities as possible.
Get rid of your television. Only have a cell phone and the internet. There's a multitude of ways to be able to watch television or whatever without cable. And also to play games and socialize online. And if you need some service to watch tv, netflix and hulu are great.

Walking and biking vs. using a car can be pretty awesome. Good exercise and no gas bill. I used to walk to work all the time. I need to start biking to work again pretty soon now that the weather is so nice.
rice/beans- cheapest food ever. Though I like ADIAW's list.
