On 2 proboards I saw they were having trouble with topic spam. Or topics disappearing. Is there a rate limit or a spam guard on new topics?

yes and no
there are rate limits, and spam guards
i've actually been afraid that topics were going to get purged from the entertainment board because the same people were making a lot of threads at the same time.
i'll have to ask the admins

that's good actually... keeps spammers away. and keeps people from spamming one section of the board
