One problem is small businesses that don't have a corporate you can send off a complaint to. But you can still send written complaints (get them signed by other emps too, if you can) to your state board of labor.

Unfortunately, I don't think it can be. At least with disputing wages it can't (here in CO) but I think you could probably mail it in without your name if you just left that off of the form.
