Take everything apart you possibly can - strip it down to its base parts. Looks like the latch is riveted so that probably won't come off. If you can pull the hinge pin without damaging it it'll make things much cleaner/easier.
When in as many pieces as possible, sand painted/rusted surfaces with ~200 grit sandpaper. Wipe clean. Sand with 400 grit. Apply very light grit sandpaper or (even better) a polishing wheel to the latch. Carefully tape anything that shouldn't be painted (latch?). Prime. Paint. Profit?
