Yeah pretty much...for those who don't want to know how it ends that never saw it, don't read the next paragraph...
Neither of them really won, Jason cut off Freddy's head, which it looked like he was dead, then he opened his eyes and winked at the camera, hinting at yet another sequel (that's yet to be done)

Funny how I've seen this poll before years ago, I was the only one who picked Freddy. People said that Jason was a powerhouse that could beat the hell out of anybody. But with his supernatural powers Freddy can make his arms 10 feet long and slice and dice Jason and all if he wanted...among other things.
