Assuming it's not illegal in your area, if you see a meter running out of time, throw in some of that extra change. Save them from getting a ticket. You could make a world of a difference.

I think it's illegal in some areas. I've seen signs against "meter feeding" before. But I support doing this.
You could also leave coins atop the meters for people to find.

I think the only thing that's actually illegal about meter feeding is paying over the maximum stay. If you over feed, or go back after 2 hours and pay again, THAT is illegal. If you put in some change so someone could get a bagel, I guess that's OK, but kind of weird after you witnessed them steal. Also, if it's expiring, you don't know how long they were inside.

If you want to confuse someone, go through a toll booth, and pay for the car behind you too. See if the car tries to catch up to you. Don't cause an accident.
