Why only 100 amp panel?
Really should go ahead and get 200amp while youre at it, even if you have all gas appliances. Who knows what you'll want to do in the future.

you will NEVER need 200 amp. the only reason people used to put 200 amps in is for electric furnaces.

I have a 200amp panel, and its handy. In the past 3 years I've added HVAC with 20kw heating strips, a hot water heater, an extra circuit in the kitchen, and a lighting circuit. Its nice having the room and the ability to do it. And 200 amp panels don't cost that much more.

I would go ahead and get 3 phase in case you need to run a positive pressure climate control system with HEPA filtration.

He spelled GFCI wrong. That's pretty sketchy. $1800 for a panel is insanely high. Doesn't even include a meter base? You can put in your own panel and pay someone just to hook up the mains hella cheap. $425 for smoke detectors is quite reasonable if he's pulling cable. If the cable is already in place, you could do it yourself in a couple hours.
I don't understand what the $175 is for.
The single exterior outlet is not going to be up to code unless the dwelling only has one entrance.
