It seems to always be normal during the morning through 5pm or so, then slowing down 6pm through 8pm, crawling 8pm through 11pm, and then speeding up again.
AKA - it seems probo's doesn't have enough power to handle peak demand, because 6pm to 11pm is the heaviest load of the day. Power grids have the same problem - they have to spend an exorbitant amount of money to handle peak load that amount to only ~20% of the day.
