It's not just about added calories though, she needs protein and whatnot. And working out wouldn't hurt, as long as she wasn't just doing cardio and burning more fat.

I think she's lifting free weights, using the pull up machine, the leg press, walking incline on the the treadmill, and that's it

As long as she's healthy and working at gaining weight in a healthy manner, she'll be absolutely fine.

you sure? i mean the doctor did obviously say it would be better to be heavier, but her tests were ok

As long as she's getting the nutrients she needs, and still trying to gain weight, she should be. I mean, the risks say that a weaker immune system, hair falling out, and bone issues can result, but I think those are mostly caused by unhealthy dieting, which she isn't doing.

I would think so. 25 pounds under isn't really that much. If it got any worse it would probably be a concern.

Really? I think she's around 5'4" and 97 lbs.

She does what?
"Healthy" BMI is considered to be 18.5-24.9, and she's at 16.65. So yes, she's underweight which could have risks, but as I said if she's getting all of her nutrients and taking care of herself it shouldn't be a problem.
